The collection of green tax (ECC) to discourage the entry of diesel vehicles in Delhi seems to have developed certain anomalies, especially post the Supreme Court (SC) order directing the doubling of taxes. Industry sources have claimed that the toll collection staff and the company contracted with the task of collecting the toll refused to comply with the SC order in the first week of November 2015. This is said to be due to the fear of resistance from truck operators. With green tax at Rs. 1400 for smaller twin-axle trucks and to Rs. 2600 for multi-axle heavy trucks, an estimated 15 to 20 per cent of the collections are estimated to have gone unaccounted for. Since November 06, 2015, the date of actual implementation, IFTRT sources claiming to keep a tab on ECC collection points across have demanded a high level investigation over the alleged evasion.
